VACANCIES IN THE MINISTRY OF FINANCE

PRINCIPAL ACCOUNTANT - TWENTY SIX (26) POSTS

(DEPARTMENT OF ACCOUNTANT GENERAL)

V/No.288/2008

Salary Scale: KSh.40,835 - KSh.49,636 p.m. (Job Group 'N')

For appointment to this grade, a candidate must have

(i) served satisfactorily in the grade of Chief Accountant Job Group 'M' for a minimum period of three (3) years;

(ii) passed Part III of Certified Public Accountants (CPA) examination or its approved equivalent; OR a Bachelors degree in Commerce (Accounting Option) plus Part II of Certified Public Accountants (CPA) examination.

(iii) attended a Management Development course lasting not less than four (4) weeks; and

(iv) shown merit and ability as reflected in work performance and results.

Duties and Responsibilities

A Principal Accountant will be deployed to head a Division in an Accounting Unit of a Ministry or a small/medium sized District Treasury or to deputize in a large District Treasury.

As Head of Division in an Accounting Unit in a Ministry; the duties and responsibilities will include:

(i) planning, directing, co-ordinating and supervising areas of control;

(ii) undertaking ad hoc assignments relating to accounting services;

(iii) assisting in preparation of final accounts;

(iv) ensuring safe custody of Government assets and re-cords under him/her;

(v) authorizing payments and signing of cheques subject to limit set for him/her;

(vi) ensuring timely and accurate preparation of quality management reports on issues that fall under his/her division;

(vii) training and development of staff under him/her; and

(viii) setting targets for the Division.

As Head of a District Treasury, the officer's duties and responsibilities will include;

(i) providing advisory services to Departmental Heads and other stakeholders on all financial matters in the District;

(ii) being a member of and providing advice to the District Tender Committee, District Projects Committee, District Executive Committee and District Development Committee etc;

(iii) Interpretation and implementation of financial regulations and procedures, Treasury Circulars, letters and instructions;

(iv) ensuring expenditures are within the voted provisions;

(v) developing supplementary financial regulations and procedures, to enhance internal controls established through normal Treasury regulations;

(vi) preparation of management financial reports including monthly expenditure returns, monthly bank reconciliation statements, Revenue/Appropriation in Aid (AIA) returns, cash flow statements, analysis of deposits etc.;

(vii) maintaining up to date and accurate books of accounts;

(viii) safeguarding Government Assets and records in the District Treasury; and

(ix) supervising, training, development and deployment of Accounts staff in the District Treasury.

As Deputy Head of a District Treasury, duties and responsibilities will include:

(i) assisting in day to day running of the District Treasury;

(ii) authorization of payments and signing of cheques subject to set limits;

(iii) preparation of revenue and expenditure returns in the District as required by law and Treasury regulations;

(iv) assisting in developing supplementary financial regulations and procedures to enhance internal controls established through normal Treasury regulations; and

(v) Assisting in training of the Accounting staff in the District.

CHIEF ACCOUNTANT - SIXTY FOUR (64) POSTS

(DEPARTMENT OF ACCOUNTANT GENERAL)

V/No.289/2008

Salary Scale: KSh.35,275 - KSh.42,877 p.m. (Job Group 'M')

For appointment to this grade, a candidate must have:

(i) served satisfactorily in the grade of Senior Accountant Job Group 1'for a minimum period of three (3) years;

(ii) passed Part III of Certified Public Accountants (CPA) Examination or its approved equivalent;

OR

a Bachelors degree in Commerce (Accounting Option) plus Part II of Certified Public Accountants (CPA) examination.

(iii) attended a Management Development Course lasting not less than four (4) weeks; and

(iv) shown merit and ability as reflected in work performance and results.

Duties and Responsibilities

A Chief Accountant will be deployed to head one or more divisions of an Accounting Unit / District Treasury. Work at this level will include:

(i) planning, directing, coordinating, supervising areas of control;

(ii) training and development of staff under him/her;

(iii) setting targets for the division;

(iv) occasionally undertaking ad hoc assignments relating to accounting services.

(v) assisting in preparation of final accounts;

(vi) ensuring safe custody of Government assets and records under him or her;

(vii) being responsible for authorizing payments and signing of cheques subject to set limits;

(viii) timely and accurate preparation of management reports that fall under his/her division;

(ix) providing guidance to officers under him/her to achieve the desired results.

ACCOUNTANT II -THREE HUNDRED AND TWENTY (320) POSTS

(DEPARTMENT OF ACCOUNTANT GENERAL)

V/No.290/2008

Salary Scale: KSh.21,304 -KSh.25,895 p.m. (Job Group M')

For appointment to this grade, a candidate must have:

(i) passed in Part II of the Certified Public Accountants (CPA) Examination or its approved equivalent;

OR

(ii) a Bachelor of Commerce degree (Accounting/Finance option) or Business Administration (Accounting option) from a recognized institution.

Duties and Responsibilities
This is the entry and training grade for non-professionals. An officer at this level will be deployed to perform a variety of accounting work of limited scope under the guidance of a senior officer.

Specifically, the work will involve:

(i) preparation and verification of payment vouchers in accordance with laid down rules and regulations;

(ii) collation of financial estimates;

(iii) determination of aggregate expenditure;

(iv) supervision of the revenue collection processes;

(iv) control of expenditure and below-the-line group of accounts; and

(v) general accounting work involving book-keeping knowledge and routine accounting entries.

The scope and complexity of work will increase with experience and training but the officer will still be under close guidance where new tasks are involved.
