DIRECTORATE OF STRATEGY AND DEVELOPMENT

Manager (Research and Development)

Job Purpose: Reporting to the Director, Strategy and Development, s/he will be responsible in projecting Research and Development for moving KNBS ahead.

Key Responsibilities

  • Undertaking various research assignments (such as poverty analysis);
  • Designing, collection, compilation, analysis and dissemination of poverty and other related indicators/ information;
  • Spearheading implementation of various performance standards including the ISO 9000-2001;
  • Ensure best practices on Standards and Measurements in the production of statistics; Any other duties assigned by the Director, Strategy and Development.
Minimum Requirements
  • Have a Masters Degree in any of the following disciplines; Statistics/Applied Statistics, Economics, Mathematics;
  • Have a working knowledge of methods, practices, and procedures; highly articulate, numerate and independent;
  • 5 years progressive track record in management in key Public or Private Sector Institutions in relevant field;
  • Possess a good understanding of the statistics sector in terms of experience in research, report writing, managing data collection, field operations and data analysis;
  • Have experience in conducting research and publications as evidenced by one journal paper.
Manager (Coordination of National Statistical System (NSS)

Job Purpose: Report to the Director, Strategy and Development, s/he will be responsible for coordination of activities for strengthening the NSS.

Key Responsibilities
  • Preparation and updating the National Statistical System work plan in line with the KNBS Strategic Plan;
  • Developing funding proposals for strengthening the NSS;
  • Monitoring activities of the National Statistical Systems;
  • Ensure best practices in Methods and Standards across NSS;
  • Any other duties assigned by the Director Strategy and Development.
Minimum Requirements
  • Be a holder of a Masters Degree in either Statistics/Applied Statistics, Economics/ Social Sciences or Mathematics;
  • Have substantial strategic, budgetary and people management experience;
  • Have demonstrable success in change and project management, including managing a diverse range of services in a coordinated way towards achieving corporate objectives;
  • Have working knowledge in statistical methods, practices, and procedures;
  • 5 years progressive track record in leadership and management in key Public or Private Sector Institutions relating to research;
  • Have experience in conducting research and publications as evidenced by one journal papers.
DIRECTORATE OF POPULATION AND SOCIAL STATISTICS

Senior Manager (Population and Social Statistics)

Reporting to the Director, Population and Social Statistics, s/he will be responsible for guiding and coordinating the collection, processing and analysis of population and social statistics as well as preparation of reports on sub directorate.

Key Responsibilities
  • In charge of preparation and conducting of Population and Housing Censuses;
  • Preparation of census and survey findings for dissemination;
  • Offer support to household based demographic and social sample surveys;
  • Generation of Social Statistics eg Health, Education, Governance etc while laying special emphasis on cross cutting issues such as Gender, HIV and AIDS , Poverty etc;
  • Generation of reports on the social sector;
  • Any other duties assigned by the Director, Population and Social Statistics.
The Applicant must
  • Have a Masters degree in any of the following disciplines; Statistics/Applied Statistics, Population Studies, Economics, Social Sciences or Mathematics;
  • 6 years progressive track record in management position in key Public or Private Sector Institutions relating to Population, Demographic, Education or Health issues;
  • 3 years experience in the planning, coordinating and supervision of statistical activities and programmes undertaken within a Research or Statistical Institution;
  • Development of proposals for undertaking census or surveys in the university or relevant institution;
  • Experience in conducting research involving large datasets and publication as evidenced by one journal paper.
Senior Manager (National Sample Survey Evaluation Programme (NASSEP)
and Cartography)

Job Purpose: Reporting to the Director, Population and Social Statistics, s/he will be responsible for all professional and technical issues/matters relating to the National Sampling frame, cartographic mapping and field coordination.

Key Responsibilities
  • Preparation, development and updating of sampling frames for both household and establishment based surveys;
  • Coordination of the District Statistical Activities in related areas;
  • Provide Technical support in sampling to the National Statistical System;
  • Continuous update and maintenance of National Sampling frame;
  • Development of proposals for sample surveys methodologies at KNBS;
  • Any other duties assigned by the Director Population and Social Statistics.
Minimum Requirements
  • Have a Masters degree in any of the following disciplines; Statistics/Applied Statistics, or Mathematics;
  • 6 years progressive track record in management position in key Public or Private Sector Institutions in relevant field;

DIRECTORATE OF MACRO ECONOMIC STATISTICS

Senior Manager (National Accounts,Transport and Tourism)

Job Purpose: Reporting to the Director, Macro Economics Statistics, s/he will be responsible for managing all activities relating to the National Accounts.Transport and Tourism Statistics in the country.

Key Responsibilities
• Compilation of Quarterly and Yearly National Accounts;
• Compilation of Transport and Tourism Statistics;
• Developing proposals for surveys relating to Transport and Tourism;
• Any other duties assigned by the Director, Macro-Economic Statistics.

Minimum Requirements
  • Have a Masters degree in any of the,following disciplines; Statistics/Applied Statistics, Economics, or Mathematics;

Senior Manager (External, Financial and Fiscal Statistics)

Job Purpose: Reporting to the Director, Macro Economics Statistics, s/he will oversee all activities relating to Trade, Balance of Payments, Financial Statistics and International Flows.

Key Responsibilities
  • Compilation of External Trade and Balance of Payments, Financial Sector and Fiscal (Public Finance) Statistics;
  • Compilation of the Quarterly, Annual Balance of Payments Statistics;
  • Monitoring Statistical trends and development of fiscal statistics and production of GFS data for the GFS year book;
  • Any other duties assigned by the Director, Macro-economic Statistics.
Minimum Requirements
  • Have a Masters degree in any of the following disciplines; Statistics/Applied Statistics, Economics, or Mathematics;

  • Responsible for all Data Processing Activities in the KNBS;

  • Any other duties that may be assigned by the Director, Information and Communication Technology.

  • Have a Masters degree in Management Information Systems/Computer science/ Information Technology or equivalent;
  • Have proven experience in networks, databases, systems development and implementation of information technology integration in large organizations;

Senior Manager (Information Systems and Operations)

  • Drawing specification for all IT requirements (including systems specifications) for the organization;

Senior Manager (Finance)

Job Purpose: Reporting to the Director Finance and Administration, s/he will oversee all activities relating to finance.

Key Responsibilities
  • Assist the Director on all financial matters relating to the Bureau;
  • Establish and maintain comprehensive financial management and reporting systems for the Finance Department;
  • Co-ordination of the of the Bureau's budget and medium term expenditure framework budget;
  • Assist to develop and implement computerized financial information systems to cover financial transactions as well as a fixed assets management register for documenting acquisition, valuation, depreciation, capitalization, replacement and disposal of assets;
  • Ensure that the accounting, financial reporting and other financial management arrangements meet the requirements of the Government Public and Development Partners Accounting Procedures;
  • Development of Budgets in conformity with the prevailing international standards and practices;
  • Implementation and updating the approved Institutional Risk Management Policy Framework (IRMPF) for any emergent risks.
Minimum Requirement
  • Be in possession of a Masters Degree in Finance, MBA or related area;
  • Must have a B. Com or Finance degree and Professional qualifications such as CPA(K), ACCA or equivalent and be a member of a professional body;An MBA in Finance/Accounting will be an added advantage;
  • 6 years financial and accounting management experience in a similar or higher position;
  • Possess excellent analytical and interpersonal skills with a good sense of judgment and initiative;

Senior Manager, Human Resources Management and Development

Chief Accountant

Key Responsibilities
  • Assisting the Senior Manager, Finance in the designing and formulation of accounting systems and procedures;
  • Timely preparation of the annual work plan and budget estimates of all activities for the Department to be undertaken to achieve desired targets and objectives;
  • Develop stringent cash and expenditure control procedures by ensuring that the proper cash and payment procedure is followed, any expenditure incurred are supported by proper authority and other valid accounting documents as well as ensuring that budgetary allocations are not utilized without justifiable cause;
  • Monitor and track the utilization of capital and operational expenditure against the budget to ensure that any variances are justified in accordance to approved policies and regulations;
  • Operationalise the approved Institutional Risk Management Policy Framework (IRMPF) and bring up any emergent risks;
  • Any other duties as may be assigned by the Senior Manager, Finance.
Minimum Requirement
  • Have first degree in Commerce from a recognized University;

Senior Accountant, Financial Management

  • Prepare quarterly and annual financial records that ensure that the accounting, financial reporting and other financial management arrangements meet the requirements of the Government Public Accounting Procedures and development partners requirements in line with the relevant financing agreements and other instruments and are in conformity with the prevailing international standards and practices;
  • Respond to audit queries related o the annual accounts;
  • Prepare a quarterly work plan and budget estimates for the section for activities to be undertaken to achieve desired targets and objectives;
  • Implement stringent cash and expenditure control procedures by ensuring that the proper cash and payment procedure is followed, any expenditure incurred are supported by proper authority and other valid accounting documents;
  • Develop and implement computerized financial information systems to cover financial transactions such as the ledgers and cashbooks;

Senior Accountant, Management Accounting

  • Preparation of bank reconciliation for all cash books is prepared monthly;
  • Analyze financial information detailing assets, liabilities, capital and expenditure statements and other reports to summarize current and projected financial activities to ensure availability of funds to implement planned activities;
  • Ensure that all accountable documents are kept in safe custody;
  • Any other duties as may be assigned by the Chief Accountant.
Minimum Requirement
• Have first degree in Commerce from a recognized University;
• Be a holder of CPA II or its equivalent;
• 5 years financial accounting experience;

• Be familiar with Government Financial systems.

Accountant (Financial Management)

Manager - (Procurement)

Job Purpose: Reporting to the Director General, s/he will oversee all procurement and disposal activities

Key responsibilities:
  • Coordinating and timely preparation and implementation of procurement plans and procurement activities;
  • Proper management of all procurement and disposal activities in accordance with the Public Procurement and Disposal Act;
  • Organization, management and leadership of staff in the Procurement Section;
  • Liaison with statutory institutions governing public procurement on matters of procurement;
  • Secretary to the Bureau's Tender Committee;
  • Any other duties assigned by the Director General.
Minimum Requirement
  • A first degree from a recognized university in a Social Science
  • Post Graduate Diploma from the Chartered Institute of Purchasing and Supply or its acceptable equivalent.
  • Be a procurement professional as defined in Section 26(8) of the Public Procurement and Disposal Act
  • 4 years experience that is directly related to the specified duties and responsibilities;
  • Demonstrable knowledge and application of the Public Procurement and Disposal Act;
  • Knowledge and Experience of managing procurement in projects funded by Donor Agencies;
  • Good communication, negotiation and interpersonal skills.
Manager - (Legal Affairs)

Job Purpose: Reporting to the Director General, s/he will oversee all legal matters

Key Responsibilities
  • Provision of legal advice and services;
  • Conducting cases for the Bureau in litigation matters;
  • Ensure effective Management of legal and contractual risks;
  • Taking minutes in the KNBS Board meetings;
  • Any other duties assigned by the Director General.

Minimum Requirement
  • Have a Law degree from a recognized university;
  • Have a certificate from the Kenya institute of professional legal studies after successful; completion of the counsel of Legal Education Examination;
  • Have Professional qualifications such as CPS(K) or its equivalent;
  • Served as a legal officer in the Public service or Private sector for 5 years.,
