VACANCIES IN THE MINISTRY OF YOUTH AFFAIRS & SPORTS

Applications are invited from serving officers for the following posts in the department of National Youth Service.

ADVERT NO. 1/2008
POST: SUPERINTENDENT MECHANICAL (MV)
JOB GROUP ‘K’ FOUR (4) POSTS
Salary Scale: Ksh. 26,323 – 31,996 p.m.

Requirements for Appointment

For appointment to the grade of Superintendent (Mechanical), an officer must-

(a) have satisfactorily served in the grade of Senior Inspector (Mechanical) for at least three (3) years; and

(b) have shown merit and competence as reflected in work performance and
results.

Duties and Responsibilities

The Superintendent (Mechanical) will be in charge of a number of stations within the Central Workshops or within a large Provincial Workshops. An officer at this level will be responsible for all kinds of repair work on Motor Vehicles within one's station.

The officer will also be required to oversee the repair and maintenance of plant and equipment under the section. At this level, the officer may be required to inspect motor vehicles and plants with a view of repairing or boarding. He is also required to inspect and give valuation reports on motor vehicles as required.

POST: SUPERINTENDENT BUILDINGS JOB GROUP ‘k’
FIVE (5) POSTS SALARY SCALE: Ksh.26,323-31,996p.m.

Requirements for Appointment

For appointment to the grade of Superintendent (Building), an officer must:-

(a) have satisfactorily served in the grade of Senior Inspector (Building) for at least three (3) years; and

(b) have shown merit and competence as reflected in work performance and results.

Duties and Responsibilities
Duties and responsibilities at this level involves control and supervision of buildings under construction or specialized work of running a repair and maintenance depot.

Generally, duties include assisting in planning a building programme for a group of buildings; ensuring that construction work in progress is in accordance with the specializations of the drawing by Architects, Structural Engineers and Electrical Engineers, and measuring work in progress as per progress schedule, in addition to estimating costs.

An officer who is deployed at a repairs and maintenance depot estimates values of existing buildings, costs of extensive repairs and complex alterations and the amount of materials required for each job. The officer also controls stores and supervises staff working under him.

POST: SENIOR SUPERINTENDENT (MECHANICAL) JOB 4
GROUP 'L' FOUR (4) POSTS SALARY SCALE: Ksh.30,472 - 35,272 p.m.

Requirements for appointment

For appointment to the grade of Senior Superintendent (Mechanical) an officer must have:-

(i) Have served satisfactorily for at least three (3) years in the grade of Superintendent (Mechanical);

(ii) Be in possession of the Higher National diploma in Mechanical Engineering from the Kenya National Examinations Council, or other approved equivalent qualification; and

(iii) Have wide experience in all areas of Mechanical installations maintenance, electrical supply, in addition to having plan work.

Duties and Responsibilities
The Superintendent (Mechanical) will be In charge of a number of sections within the central workshops or within a large provincial workshop. An officer at this level will be responsible for all kinds of repair work on Motor Vehicles within ones station.

SENIOR SUPERINTENDENT (BUILDING) JOB
GROUP 'L' ONE (1) POSTS SALARY SCALE: Ksh.30,472 - 35,272 p.m.

Requirements for appointment

For appointment to the grade of Senior Superintendent (Building) an officer must have:-

(a) Have served satisfactorily for at least three (3) years in the grade of Superintendent (Building);

(b) Be in possession of the Higher National diploma in Building and Civil Engineering from the Kenya National Examinations Council, or other approved equivalent qualification; and

(c) Have shown merit and competence as reflected in work performance and results.

Duties and Responsibilities
The main responsibility entails assisting in the planning of a building programme for a number of building; the administration of Government Buildings, monitoring and supervision of work in progress on site, assisting in preparation of monthly progress returns of expenditure and of individual projects checking on specifications and standards in accordance with the Architects, Structural and Electrical Engineers' drawing on the repairs, maintenance and alteration being carried out on existing buildings including auditing of quantities of materials received for such jobs. In addition, the officer allocates work, controls and supervises staff working under him/her.

POST: LECTURER 1, JOB GROUP 'L' FIFTEEN (13) POSTS
SALARY SCALE: Ksh.30,472 - 35,272 p.m.

Requirements for Appointment
For appointment to the grade of Lecturer I an officer must have:-

(a) Served for a minimum period of three (3) years in the grade of Lecturer II;

(b) Be in possession of either a Bachelor's degree or a Higher Diploma in Computer Studies, Secretarial Studies, Entrepreneurship, Hotel Management, Information Technology; or any other specialized/relevant field from a recognized institution; and

(c) Shown merit and ability as reflected in work performance and results.

Duties and Responsibilities
Duties will include preparation of schemes of work; lesson plans; instructing in an area of specialization and undertaking demonstration to trainees; setting and marking theoretical and practical work exercises. The officer will also be required to be conversant with preparation of course materials and use of machines and teaching equipment.

In addition, the officer will be deployed as a course officer to co-ordinate a particular course/programme and carry out research work with minimum guidance.

ADVERT NO.6/2008
VACANCY: TECHNICAL INSTRUCTOR I, (JOB GROUP'K'), FOUR (4) POSTS (NATIONAL YOUTH SERVICE) SALARY SCALE:

(a) Duties and Responsibilities
Duties and responsibilities at this level will involve: theoretical and practical instruction of students; demonstrating to the students the various uses and operations of machines and equipment; preparing teaching aids and work sheets; supervise the maintenance and operations of machines and equipment; supervision of staff in the relevant technical field; co-ordination of practical training programmes; evaluation and guidance of student and junior technical instructors; development of practical training courses and multi-skilling programmes relating to the relevant area of training; and planning maintenance schedules.

(b) Requirements- for Appointment
For appointment to this grade, an officer must have:-'
I. Served in the grade of Instructor II Job Group "J" for a minimum period of two (2) years;
II. Instructor Training course certificate or Technical Teachers Certificate awarded by Kenya Technical Teachers College or Diploma in Technical Education awarded by Kenya Technical Teachers College or its equivalent qualification from a recognized institution;
III. Shown a thorough knowledge of maintenance and operations of machines and equipment in the related field; and
IV. Shown merit and ability as reflected in work performance and results.

ADVERT NO.7/2008
VACANCY: CATERESS/HOUSEKEEPER II (JOB GROUP 'J').
THREE (3) POSTS, (NATIONAL YOUTH SERVICE)
SALARY SCALE: Ksh.21,304 - 25,895 p.m.

(a) Duties and Responsibilities
The Housekeeper/Cateress II will take charge of a large catering -facility and/or housekeeping establishment. Responsibility at this level will be characterized by the variety of, complexity and importance of catering/housekeeping duties

such as the co-ordination of the various vital sections involved in food service and hostel service and the number of supporting staff to be supervised and developed.

(b) Requirement for appointment
For appointment to this grade, an officer must have:
(i) satisfactorily served in the grade of Housekeeper/Cateress III for at least three (3) years; (ii) proven merit and ability in work performance; and.
(iii) be computer literate.

ADVERT NO.8 /2008
VACANCY: HOUSEKEEPER/CATERESS III (JOB GROUP 'H'), THREE (3) (NATIONAL YOUTH SERVICE) SALARY SCALE: Ksh.16,692 - 20,289 p.m.

(a) Duties and Responsibilities
Work at this level involves the management of catering services in a medium size catering/housekeeping facility or institution by ensuring efficient and proper organization and management of catering services, laundry, maintenance of furniture and linen, control of stock and inventory. Overall supervision of catering and housekeeping services in kitchens/dining halls and hostel(s) respectively. -The officer will also supervise and train staff working under him/her.

(b) Requirement for appointment
For promotion to this grade, an officer must;-

(i) satisfactorily served in the grade of Assistant Housekeeper/cateress for
at least three (3) years;

(ii) proven merit and ability in work performance; and.

(iii) be computer literate.

ADVERT NO. 9/2008
TWO (2) POSTS. (NATIONAL YOUTH SERVICE)
SALARY SCALE: Ksh.21,304 - 25,895 p.m.

(a) Duties and Responsibilities
Duties at this level will be similar to those of Driving Instructor III. In addition, the officer will be required to carry out simple vehicle maintenance, and be conversant with the Traffic Act and the National Transport Policy.

(b) Requirements for Appointment
For promotion to this grade, an officer must have:-

(i) served in the grade of Driving Instructor III or comparable position for a minimum period of three (3) years;

(ii) a Training of Trainer's certificate; and

(iii) shown merit and ability as reflected in work performance and results.

ADVERT NO. 10/2008
VACANCY: DRIVING INSTRUCTORS III (JOB GROUP 'H').
EIGHT (8) POSTS, (NATIONAL YOUTH SERVICE) SALARY SCALE: Ksh.16,692 - 20,289 p.m.


(a) Duties and Responsibilities
Duties at this level will include teaching specified subjects in accordance with the syllabus, preparation of training/teaching materials, setting and marking course work/examinations and preparation of lesson plans. The officer will however, be expected to perform training duties with minimum guidance.

(b) Requirements for Appointment
For Promotion to this grade, an officer must have;-

(i) Served in the grade of Senior Driver grade II or Assistant Driving Instructor for minimum period of three (3) years;

(ii) Kenya Certificate of Secondary Education, grade C- with at least D+ in English and Kiswahili (plain);

(iii) Driving licence class B.C.E./I;

(iv) Driving Instructors licence; (v) Certificate of good conduct; and

(vi) First aid certificate

(vii) shown merit and ability as reflected in work performance and results.

Hallo. My name is Juliet and i have just been wondering when the ministry of youth affairs will be able to give us fresh graduates jobs for we have little or no experience at all. Personally, I have a B.A in English, Linguistics and Development Studies and a post graduate Diploma in project management and i am working as a personal Assiatant. hey my name is Anne just as my friend is wondering, what will happen to our fellow youths who are getting out of school and have no experience. some of us have an experience of one year and want to be much exposed what do we do?i have advanced diploma in community development and also a diploma in the same field.working with an NGO as a Trainer.will we ever get this jobs? annewkiash@yahoo.com

I am a student of community health and development and I have managed to get in contact with the youths living in the rural areas.I did a small research on the level of school drop out and the findings were heartbreaking.So my quastion is as a Ministry have you considered doing anything about this?

IM WONDERING WHEN THE MINISTRY IS GOING TO PAY INSTRUCTORS THEY HIRED RECENTLY .IT IS DISHERTENING TO LEARN THAT SINCE MAY 2011 UPTO NOW SOME INSTRUCTORS HAVE NOT BEEN PAID.THIS ARE KENYAN WHO HAVE RESPONSIBILITIES TO TAKE ,FAMILIES TO RUN AND BILLS TO MEET CAN THE MINISTER INCHARGE COME OUT AND PASS A BILL OF CLEAN HEALTH OF WHAT IS HAPPENING
