Vacancies In The Ministry Of Foreign Affairs

DIRECTOR, FOREIGN SERVICE INSTITUTE-ONE (1) POST - V/No.325/2008

Salary Scale: KSh.127,980 - KSh.200,500 p.m.
(Job Group T)

Benefits:
Housing Allowance : KSh.80,000.00 p.m.
Medical Allowance: KSh. 2,490.00p.m.
Entertainment Allowance: KSh.65,000.00 p.m.
Extraneous Allowance: KSh.60,000.00 p.m.
Commuter Allowance : KSh.24,000.00 p.m.
Domestic Allowance: KSh.15,600.00 p.m.
Leave Allowance (one yearly): KSh.10,000.00 p.m.
Leave entitlement: 30 working days/year

For appointment to this grade, a candidate must have:

(i) a Bachelor's degree in any of the following fields; International Relations, Political Science, Law, Economics, Environmental Studies, or any other Social Science related field from a recognized university;

(ii) a post graduate qualification (Masters degree or higher) in any of the following fields: International Relations, Political Science, Law, Economics, Environmental Science or any other Social Science related field from a recognized institution;

NOTE: a Training of Trainers Qualifications will be an added advantage

(iii) served for at least eighteen (18) years in a relevant field, five (5) of which should be at Senior Management level;

(iv) shown outstanding administrative capability and professional competence in management of cross cultural diversity;

(v) experience in bilateral and multilateral diplomacy at a senior level;

(vi) demonstrable analytical, leadership and communication skills; and

(vii) demonstrated clear understanding of National goals, the country's foreign policy and ability to translate these into institute policies.

Duties and Responsibilities
The Director will be responsible to the Permanent Secretary for the overall management of Kenya's Foreign Service Institute.

The specific duties and responsibilities will include:
  • planning, coordinating and supervising training programmes;
  • development of the strategic plan and appropriate strategies for achieving the Institute's goals and objectives;
  • coordination and promotion of research initiatives to inform the country's foreign policy and training related to diplomatic relationships;
  • promotion and maintenance of linkages with relevant local and international bodies/institutions;
  • carrying out consultancies on behalf of other Ministries and agencies on Foreign Policy;
  • assisting in setting appropriate standards, practices and customs for the diplomats;
  • coordinating foreign service exchange programmes;
  • designing, organizing and carrying out training and induction courses for foreign service personnel;
  • coordinating counseling programmes for officers and their families; and
  • overall management, training and development of foreign service personnel in the institute.
SENIOR ASSISTANT DIRECTOR, ASSETS MANAGEMENT - ONE (1) - V/No.326/2008

Salary Scale: KSh.77,527 - KSh.98,947p.m. (Job Group 'Q')

For appointment to this grade, a candidate must:

(i) have a Bachelor's degree in Land Economics or Real Estate Studies or any other relevant qualification from a recognized University;

(ii) a post-graduate qualification in any of the following fields: Real Estate Valuation/Appraisal, Property Management, Urban Management or any other relevant qualifications from a recognized institution;

(iii) have at least twelve (12) years working experience in real estate practice, property management or equivalent experience;

(iv) have good understanding of local, regional and international dynamics impacting on asset portfolio development and performance;

(v) be a registered member of the Institute of Surveyors of Kenya (I.S.K.) or its equivalent;

(vi) be currently licensed by the Institute of Surveyors of Kenya or any other recognized body; and

(vii) be a team player with good leadership, communication and negotiation skills.

NOTE
Experience in property/asset management at international levels will be an added advantage.

Duties and Responsibilities

An officer at this level will be responsible for the management of the Ministry's movable and immovable assets both at the headquarters and in the diplomatic missions.

Specific Duties and responsibilities will include:

(i) formulation, interpretation and implementation of assets management policies and regulations;

(ii) undertaking a cost benefit analysis of leased property;

(iii) custody of asset register and title deeds;

(iv) undertaking valuation;

(v) inventory and building survey reports;

(vi) liaising with head of supply Chain Management and relevant government agencies for disposal of Ministry's assets;

(vii) negotiations and administration of leases including building services and contracts, leasing property and advising as appropriate: and

(viii) ensuring proper maintenance of the Ministry's assets.
