Qualified applicants are invited to apply for the position of Programme Manager - Global Fund Malaria based in USSC Nairobi. The successful candidate will be offered a Temporary Fixed Term appointment for 12 months. Further extensions will be based on organization needs, funding availability, and satisfactory performance.
Purpose of Post:
The Global Fund Manager will work under the guidance of the UNICEF Somalia Health & Nutrition Section Head (Accelerated Young Child Survival and Development Coordinator) and in close collaboration with the Somali Support Secretariat HSC, Malaria Working Group, and the Implementing partners. He/She will be require to also actively engage with other programme sections and officers within the UNICEF Somalia Country Programme sharing information and experience as required. In particular, close collaboration with the Planning/M&E Section is required.
The Global Fund Manager is expected to provide a sound technical approach based on knowledge of the GFATM processes, of UNICEF internal rules and regulations and an understanding of malaria control.
Maior duties and responsibilities:
Activity 1:
- Coordinate programming and implementation of the GFATM workplan
- Develop (and modify as required) programme agreements with partners that establish activities, targets and budgets
- Ensure that partners understand reporting requirements including supporting documentation
- Supervise activity implementation by carrying-out programme visits and field visit to monitor and evaluate partners' progress
- Review and compile technical and financial progress reports from partners
- Facilitate communication and coordinate implementing partners through regular coordination and planning meetings
- Facilitate planning of the coordination structures and zonal malaria teams (including health authorities)
- Ensure that the M&E plan is implemented and is done so in conjunction with partners
- Provide technical support to partners
- Coordinate UNICEF's malaria control implementation
- Manage procurement and distribution of supplies included in the procurement plan
- Develop plans and manage implementation for any areas where UNICEF acts as Sub-Recipient
- Ensure that reporting requirements are met including supporting documentation
- Supervise activity implementation by carrying-out programme visits to monitor and evaluate progress
- Ensure coordination of activities in conjunction with Somali Support Secretariat HSC and malaria partners including the local authorities
- Regularly report to the HSC on implementation progress
- Participate in relevant meetings such as the Malaria Working Group; Health Sector Committee, Health Coordination, EARN as necessary
- Regularly update partners on progress through bilateral communications, special meetings and an ad hoc mailing list
- Provide guidance to partners as deemed necessary
- Communicate and liaise with the LFA and the GFATM
- Prepare and submit financial/programmatic reports (bi-annual) and narrative report (annual) as well as any other reports requested
- Prepare disbursement requests at intervals of 6 months commencing on the date of agreement between the Global Fund and the PR
- Coordinate LFA site visits to view UNICEF records (finance, procurement, etc)
- Prepare and submit planning documents as required such as workplans, attachments, budgets, M&E plans Respond to queries by the LFA/GFATM
- Represent UNICEF in meetings organized by the GFATM and in any other relevant meeting related to implementation of the GFATM proposal
- Support to Health & Nutrition Section
- Provide support to other H/N activities, as requested by the Head of section
- Advanced degree in public health, medicine or a related field
- Eight years progressively responsible work experience in project management with demonstrated competence in project coordination/implementation, preferably with large-scale malaria programmes
- Strong knowledge and experience in monitoring and evaluation of programmes in developing countries
- Sound knowledge of the health sector surveillance system, data analysis and management would be an added advantage
- Experience with GFATM procedures, UNICEF systems, results-based programming and planning
- Diplomacy. Strong negotiation and organizational skills. Ability to work under tight deadlines and in cross cultural environments
- Good communication, writing and presentation skills
