Kenya National Assembly - The Parliamentary Service Commission Jobs and Careers

The Parliamentary Service Commission is seeking to appoint a highly motivated professional to join the National Assembly in the following exciting and challenging position:-

DIRECTOR, LEGISLATIVE SERVICES (PSC 14)

Responsible to the Clerk of National Assembly, the Director will be in charge of Parliamentary Legislative Services of the National Assembly.

Duties and Responsibilities

  • Responsible for Legislative and Procedural Services for matters relating to all Parliamentary operations, procedural services of the House including marshalling private Member's and Government Motions, Government and Private Members' Bills;
  • Marshalling of all Legislative measures passed by the National Assembly;
  • Binding, recording and ensuring that the journals of the House, including the Kenya Gazette, Acts and subsidiary legislation are properly recorded and archived for future reference;
  • Secretary to the House Business Committee/Secretary to Speakers Committee;
  • Production of Order Paper, Votes and Proceedings;
  • Drawing of sitting programmes, calendars, chamber duties in consultation with the Clerk, advice to the Speaker, other presiding officers and MPs on Parliamentary Procedures, practices, conventions and traditions;
  • Deputize for the Secretary and Treasurer CPA (Kenya Group) and IPU respectively.
PERSON SPECIFICATIONS

Requirements for appointment
  • Bachelors degree in Law or any other Social Sciences from a recognized University;
  • Must have served the grade of Deputy Director PSC 13 or its equivalent in a Legislative Institution,
  • Must have at least 10 years parliamentary experience, five of which as a Senior Legislative Clerk
  • A Masters Degree in any Social Sciences will be an added advantage
Skills. Abilities/ Competency
  • Knowledge and skills, clear and comprehensive understanding of parliamentary procedures and the legislative processes
  • Capacity to manage, direct and provide leadership in all legislative activities
  • Ability to train both Legislative clerks and members of parliament on parliamentary procedures,
  • Cordial and good interpersonal and communication skills;
  • Ability to work under significant pressure and demonstrate high levels of motivation required to meeting deadlines

Responsible to the Clerk of National Assembly, the Director will be in charge of Parliamentary Committee Services of the National Assembly.

Duties and Responsibilities
  • Responsible for matters relating to select Committees of the National Assembly.
  • Drawing of agenda for Committee sittings.
  • Compiling of Committee minutes.
  • Compiling of Committee Reports.
  • Drawing of Sitting programmes for Committees in consultation with the Clerk and Chairmen of Committees
  • Advice to the Speaker, committee Chairpersons other presiding officers and Members of Parliament on all Committee procedures, practices and traditions.
  • Organizing Committee Conferences, Workshops, seminars, tours delegation and Associations
  • Coordinating and servicing of House Committees
  • Preparation of Committees budgets
  • Secretary to the Liaison Committee

CLERK ASSISTANT III TRAINEE (PSC 8) 10 POSTS (RE-ADVERTISEMENT)

Responsible to the Director, Legislative and Committee Services, Clerk Assistant III Trainees will discharge the following:

DUTIES AND RESPONSIBILITIES
  • To ensure that orders of the day comprising of questions, motions and various notices are prepared and produced as per regulations.
  • To ensure that records of votes and proceedings are prepared and produced as per regulations.
  • Marshall all decisions taken by the legislature.
  • To service Parliamentary Select Committees under supervision of senior officers.
Requirements for Appointment
  • Degree in Social Sciences/Arts i.e. Government/Political Science, History, Sociology, Economics, Public Administration, Law, Education from the Kenyan public universities or from any other recognized universities.
  • Flair for parliamentary practices and procedures.
  • Applicants should be 30 years of age and below.
  • Ability to communicate in one of the following languages - French, Spanish, German or Arabic will be an added advantage
2. RESEARCH OFFICER I (PSC 10) - 2 POSTS

Responsible to the Principal Research Officer, the duties and responsibility of an officer in this position include:
  • provision of non-partisan professional research assistance and analysis to Members, Committees and staff of the National Assembly;
  • providing expert interpretation, explanation and analysis of the strengths and weaknesses of policy options;
  • initiating and conducting anticipatory research/analysis on key policy issues s- maintaining a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions
  • providing technical back up to parliamentary committees;
  • be available for personal consultations in their respective fields of expertise
  • any other lawful duties that may be assigned from time to time
Requirements for Appointment
  • Appointments to the position will be made from applicants who are Masters Degree graduates from a recognized university in any of the following Social Science specialized disciplines; Education Management and/or Curriculum Studies; Finance, Trade and Entrepreneurship development;
  • satisfactorily served as Research Officer in similar positions in comparable institutions for a minimum of three (3) years in like institutions/organisations and;
  • a thorough demonstrable knowledge and understanding of concepts and techniques of professional research, with particular emphasis on public policy analysis, and ability to write in a clear, concise and understandable manner;
  • a proactive transformative attitude and willingness to learn and be part of a team handling challenging tasks within strict deadlines;
  • excellent computer skills in Microsoft Excel, Word, PowerPoint, Internet e.t.c,
3. RESEARCH OFFICER II - (PSC 9); 1 POST

Responsible to the Principal; Research officer, the duties and responsibilities of an officer in this position include:-
  • provision of non-partisan professional research assistance and analysis to Members, Committees and staff of the National Assembly;
  • providing expert interpretation, explanation and analysis ;
  • assessing the strengths and weaknesses of policy options;
  • maintain a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions
  • Providing back up to parliamentary committees;
  • any other lawful duties that may be assigned from time to time
Requirements for Appointment

A direct appointment to this grade of Research Officer II (PSC 9) requires the following qualifications: -
  • a Bachelors degree from a recognized university in the following disciplines: natural resource and rangelands management satisfactorily served for a minimum period of three (3) years as
  • Researcher in a similar position in comparable institutions;
  • have a thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis, and an ability to write, edit in a clear, concise and understandable format/manner;
  • a proactive, transformative attitude and willingness to learn and be part of a team handling challenging tasks within strict deadlines;
  • excellent computer skills in Microsoft Excel, Word, PowerPoint, Internet e.t.c.
4. RESEARCH

Answerable to the Principal Research Officer, an officer in this entry grade is expected to:
  • liaise with Government Ministries, Departments/parastatals;
  • private institutions and non governmental /organizations to collect and collate pertinent information;
  • provision of non-partisan professional research assistance and analysis to Members, Committees and staff of the National Assembly;
  • provide general interpretation, explanation and analysis to assist in the development of particular points of view and writing of reports
  • maintain a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions
  • any other lawful duties that may be assigned from time to time
Requirements for Appointments

Direct appointment to the grade of Research officer III (PSC sc 8) requires applicants to have the following as minimum qualifications:
  • Bachelors degree graduate from a recognized university in Social Sciences disciplines including: Sociology, Development Studies; Gender Integration and Participatory Development;
  • readiness to learn, work hard and long hours
  • ability to write clearly and concisely
  • a proactive, transformative attitude and willingness to learn and be part of a team handling challenging tasks within strict deadlines
  • excellent computer skills in Microsoft Excel, Word, PowerPoint, Internet e.t.c.
