Accountabilities: Under the overall supervision of the WFP Programme Adviser and the direct supervision of the Programme Officer (School Feeding) within the overall policy and development operational framework of WFP, the incumbent will participate in development of plans and procedures related to Country Programme Activities, and oversee the overall management and implementation of a WFP corporate partnership in Kenya. This will be done in close liaison with MOE, MOH, UN agencies and other relevant stakeholders.

Major Duties and Responsibilities:
  • Responsible for the overall management and implementation of a WFP corporate partnership in Kenya.
  • Develop and sustain liaison with key government ministries particularly the Ministry of Education and the Ministry of Health in the implementation of WFP-supported school health programmes.
  • Provide technical support for the planned baseline studies on nutrition, health and hygiene.
  • Oversee preparation and dissemination of timely analytical reports.
  • Co-ordinate the development of education materials for a planned education campaign in liaison with corporate partner, government counterparts, UN agencies, NGOs and other stakeholders. Prepare terms of reference, briefing materials; organize meetings and field trip schedules related to the development of these materials.
  • Advise supported schools and government counterparts on handling, transport, storage and distribution of commodities for School Feeding Programme, with specific attention to the introduction of new commodities, and ensure smooth utilisation of WFP foods and other non-food resources.
  • Plan and undertake systematic project monitoring to assess project performance, achievements of targets and problems faced and co¬ordinate activities at all levels within the beneficiary districts.
  • Co-ordinate the implementation of special joint programming activities such as de-worming for selected schools in partnership with the Ministry of Education, the Ministry of Health, UN agencies and other partners.
  • Participate in review and evaluation functions, impact assessments and project appraisals to improve targeting and implementation. Provide analytical briefs, written and verbal comments on drafts.
  • Ensure effective and efficient management of corporate partner resources through preparation of forward plans, budget forecasts, periodic reviews and financial reports.
  • Coordinate marketing and other advocacy materials being developed through private partnerships, with support from the Public Information Office and WFP Headquarters' Private Sector Unit to advocate and raise funds for WFP's school feeding activities.
  • Represent WFP at meetings/functions, prepare briefs, accompany WFP visitors on field trips and co-ordinate and participate in training of beneficiaries and implementing partners.
  • Supervise consultants and others hired to assist with the implementation of specific activities.
Qualifications and Experience:
Education:
Essential: University degree in Education, Social Sciences, Nutrition or equivalent. Post graduate university degree and experience in basic education will be an added advantage.

Experience:
Minimum three years' postgraduate professional experience in food assistance, school health and nutrition programmes with an international organisatbn or government ministry.

Knowledge:
Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. A thorough knowledge of project planning, management and monitoring and evaluation (M&E) systems. A high level of analytical capability and excellent interpersonal, writing and oral presentation skills.

Languages:
Proficiency in English and Kiswahili.
