For appointment to this grade, candidates must:
(i) have served in the grade of Assistant Town Clerk (Salary Scale 6) or an equivalent and relevant position for a period of at least three (3) years: (ii) have qualified in accordance with section 12 and 13 of the Advocates Act: or (iii) have passed Part III of CPS (K) or is in possession of a Degree in Social Sciences from a recognized University (iv) have shown merit and ability as reflected in work performance and results; OR

Duties and Responsibilities
An officer at this level will assist the Town Clerk in coordinating all the activities of the Council including attending Council meetings, signing Council cheques and approving other financial matters; preparing departmental budgets, handling human resource and other administrative matters.

MUNICIPAL EDUCATION OFFICER
- TWO (2) POSTS - VARIOUS LOCAL AUTHORITIES V/No.129/2009
Salary Scale: KSh.31,340 - KSh.42,445 p.m. (S.S.4)

For appointment to this grade, candidates must:
(i) have served in the grade of Deputy Municipal
Education Officer/Assistant Education Officer (Salary Scale 5) or an equivalent and relevant position for a period of at least three (3) years;
(ii) have a Bachelor of Education Degree from a recognized University: and
(iii) have demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities
The officer at this level is the Chief Advisor to the Council through committees on all educational matters and is the overall in charge of education matters and programmes within the Local Authority. He/She is responsible for giving professional advice, guidelines and maintaining educational standards within the Local Authorities as specified in the Education Act.

MEDICAL OFFICER OF HEALTH
- TWO (2) POSTS -VARIOUS LOCAL AUTHORITIES V/No.130/2009
Salary Scale: KSh.31,340 - KSh.42,445 p.m. (S.S. 4)

For appointment to this grade, candidates must:
(i) have served as a Medical Officer of Health (Salary Scale 5) or an equivalent and relevant position in the private or public sector for a minimum period of three (3) years.
(ii) have a Bachelor of Science Degree in Medicine and Surgery from a recognized University;
(iii) have obtained the relevant approved specialization in their fields from a recognized University; and
(iv) have demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities
Work at this level includes managing health care services in a hospital in the Council: planning and implementing specific projects and programmes related to various areas of health including curative, preventive and promotive services; providing epidemiological surveillance on diseases and ; being involved in the overall planning in the Local Authority and contributing to planning for health services.

MEDICAL OFFICER OF HEALTH III - FOUR (4) POSTS
- VARIOUS LOCAL AUTHORITIES V/No.131/2009
Salary Scale: KSh.23,345 - KSh.32,830 p.m. (SS 8)

For appointment to this grade, candidates must:
(i) have a Bachelor of Medicine and Surgery obtained
from a recognized University: or , (ii) have a Bachelor of Dentistry Degree obtained from the University of Nairobi or any other recognized University

Duties and Responsibilities
Duties at this level will involve care of patients and managing illnesses and diseases which are present in the various areas of medical care. During this period of internship of pre-registration training, the newly qualified medical/dental officer will work under supervision of recognized specialist and consultants and is expected to cover various disciplines of medical care including internal medicine, paediatrics, surgery and obstetrics gynaecology or in the area of dental : care. The officer is also expected to assist in the training and supervision of the junior or cadre at facility level.

MUNICIPAL/COUNTY ENGINEER
- EIGHT (8) POSTS - VARIOUS LOCAL AUTHORITIES V/No. 132/2009
Salary Scale: KSh.31,340 - KSh.42,445 p.m. (S.S. 4)

For appointment to this grade, candidates must:
(i) have served in the grade of Chief Assistant Engineer (Salary Scale 5) or an equivalent and relevant position for at least three (3) years: (ii) have a Bachelor of Science Degree in Civil
Engineering from a recognized University: (iii) be registered with the Engineers Registration
Board of Kenya and be a Corporate member of the Institution of Engineers of Kenya; and (iv) have shown-merit and ability as reflected in work performance and results.

Duties and Responsibilities
The officer will be responsible for the overall supervision of the designs and/or construction works in the respective area of jurisdiction and supervising and developing staff.

PLANNER III
- THREE (3) POSTS - VARIOUS LOCAL AUTHORITIES V/No.133/2009
Salary Scale: KSh.23,345 - KSh.32,830 p.m (S.S.8)

For appointment to this grade, candidates must:
(i) have a Bachelors Degree in Urban and Regional Planning or an equivalent and approved qualification from a recognized University.

Duties and Responsibilities
Duties at this level will involve carrying out planning works and development control within the Councils' jurisdiction under the supervision of a Senior Planner

LAND SURVEYOR III
- TWO (2) POSTS - VARIOUS LOCAL AUTHORITIES V/No.134/2009
Salary Scale: KSh.21,040 - KSh.30,595 p.m. (S.S.9)

For appointment to this grade, candidates must have a Bachelor of Science Degree in Surveying and Photogrammetry from a recognized University or an accepted equivalent qualification.

Duties and Responsibilities
I The officer at this level will assist Senior Land Surveyors in carrying out survey work in Council projects under close supervision of a more senior and experienced officer.
