Constitution of Kenya Review Committee of Experts Job Vacancies

Our client, the newly established Committee of Experts as grounded in the Constitution of Kenya Review Act 2008 wishes to recruit the following staff urgently, for a one year contract

Applicants to be available for employment within 1 - 4 weeks after the formal job offer.

They must be non-partisan, appreciating and respecting the diversity of political views, culture, religion and gender.

A: Senior Management Team
Deputy Director - Research

Reports to the Director Committee of Experts.

Job Profile

  • Lead a team of researchers into all aspects of the new constitution including contentious and non-contentious issues.
  • Advice and avail.topics in sequence of importance for discussion and adoption by the COEs and summarize every topic / sections.
  • Guide the COEs on all matters concerning the new constitution.
  • Ensure that all staff working under him / her meet deadlines, and are conversant with research methodologies, constitutional issues, and carry out research in various libraries, national institutions as well as the internet.
  • Perform any other duty assigned to him or her by the Director.
Person Profile
  • Applicants should have a higher degree in Law, Political Science, Anthropology or PhD backed by at least 7 years relevant research experience and Technical Support to a similar organization.
  • Computer literacy is a must.
Deputy Director - Finance & Administration

Reports to the Director Committee of Experts.

Job Profile
  • Provide administrative coordination including the prudent management of finance, human resources and physical assets of the organization.
  • Prepare monthly and quarterly financial projection,budgets and exercise expenditure controls of the COEs.
  • Supervise accounting activities and provide monthly and quarterly financial statements, updates and management reports to the COEs.
  • Monitoring and evaluating implementation of the COEs as per the statutory mandate.
  • Must at all times work in close consultation with the COEs.
  • Perform any other duty assigned to him or her by the Director.
Person Profile
  • Applicants should have a degree Bachelor of Commerce (Finance / Accounts option with full CPA / ACCA), backed by 7 years in Finance and Administration in senior positions. MBA in Finance would be an advantage.
  • Computer literacy is a must.
Deputy Director - Mobilization & Logistics

Reports to the Director Committee of Experts.

Job Profile
  • Organize and prepare meeting venues for seminars, workshops for the COEs with the various identified stakeholders.
  • Coordinate with the relevant departments on the preparation supplies and delivery of materials for planned COEs activities.
  • Plan weekly and monthly activities and prepare brief's for the COEs to engage with the various identified stakeholders.
  • Coordinate transport and security matters in the organization.
  • Supervise the Hansard team and Proceedings.
  • Perform any other duty assigned to him or her by the Director.
Person Profile
  • Should have Masters Degree in Social Sciences and thorough knowledge of the Kenya's political landscape backed by a minimum of 7 years expereince in relevant field in public sector, NGO or private sector.
  • Must have excellent communication and inter-personal skills.
  • Advanced computer literacy is a must.
Deputy Director - Civic Education & Public Information

Reports to the Director Committee of Experts.

Job Profile
  • In consultation with the COEs, prepare constitutional literature and other documents for public dissemination, discussion and education and should be able to roll out a civic education program.
  • Effectively work as the link between the organization and media (i.e. print, electronic and community media) and ensures that content has been discussed and approved by the COEs.
  • Implement and execute in timely manner strategies to effectively reach out and educate Kenyans on the new constitution.
  • Prepare weekly and monthly work plans, activity plans with a view to engaging various stakeholders identified by the COEs.
  • Guiding the development and the national dissemination of quality advocacy and outreach, materials and programs for the COEs.
Person Profile
  • Should have a university degree and a Masters Degree in Social Science with a bias in Communication, Public Administration, Business Administration or similar relevant degree backed by a minimum of 10 years national experience in civic education, information and communication.
  • Should have excellent experience in advocacy, outreach and communication skills.
  • Advanced computer literacy is a must.
B: Programme Officers

A) Legislative Drafting Officers

Reports to the Deputy Director - Research.

Job Profile
  • Draft the articles and sections of the new Constitution in consultation with COEs.
  • Advice and draft where necessary, accompanying legislation or ammendments to existing legislation.
  • Analyse and critically assess the various legal issues whether contentious or not by sharing and discussing them with the COEs for incorporation into the new draft constitution.
  • Undertake such studies, researches and evaluation concerning the constitution and other constitutions and constitutional orders.
  • Prepare weekly briefs on topics / sections for discussion by the COEs.
  • Prepare a harmonised draft constitution for debate and approval by the COEs.
  • Member of the critical and strategic team in the drafting committee of COEs.
Person Profile
  • Applicants must have a Law Degree plus a postgraduate diploma qualification in Legislative drafting from a recognized university.
  • At least 5 years experience in legislative drafting.
  • Advanced computer literacy is a must.
b) ICT Officer

Job Profile
  • Coordinating and analysing system design and programme specifications tohave an effective maintenance of the ICT application in the organization.
  • Ensuring timely implementation and effective maintenance of the ICT systems.
  • Supervising overall systems documentation into and out of the organization.
  • Taking charge of Information Communication Technology Equipments maintenance.
  • Training on Information Communication Technology to personnel and users.
  • Designing Local Area Network (LAN) and Wide Area Network (WAN).
Person Profile
  • BSc in Computer Science / Information Technology from a recognized institution.
  • Applicants should have experience in a senior IT position in a highly demanding, high frequency transaction and data management environment.
  • The successful candidate will be expected to help set up and manage IT Systems to ensure efficient communication as well as efficient sharing of information.
  • The job will involve programming, web development and management.
c) Research & Technical Officers

Reports to the Deputy Director - Research

Job Profile
  • Under the direct supervision of DD/R will carry out research into the various articles, sections and topics for the COEs
  • Will liaise with, guide and advice the research officers of the COEs
  • Where possible avail materials, documents and other information to the research officers upon request by the COEs.
  • Identify loopholes, weakness and strengths of a particular issue, topic and article and bring them to the attention of the DD/R, director, chair/vice chair and the COEs
  • Prepare technical topical reports on social political and economic issues for the discussion among the chair /vice chair and COEs for eventual drafting
  • Critically analyse and highlight the various existing drafts such as the original Bomas draft, the final Bomas draft, Kilifi/Wako draft, the Naivasha draft and the report of eminent persons ie the Kiplagat report.
Person Profile
  • Applicants should have a degree in Law, Political Science, Anthropology backed by at least 7 Years relevant research experience and Technical Support to similar organisation.
  • Computer literacy is a must.
d) Civic Education & Communication Officer

Job Profile
  • Prepare contents and materials for advocacy for the public.
  • Will work closely with DD/O&CE, DD/M&L as well as DD/R and the COEs.
  • Assist the COEs, and the chair/vice chair in the preparations of all civic educational and communication material.
  • Work in close consultation with the Media Relations Officer to ensure the right message and product is delivered to the public.
  • The chair/vice chair and COEs must approve any material, product and or otherwise before it is sent to the public.
Person Profile
  • Should have a university degree in Social Sciences with a minimum of 7 years national experience in civic education , information and communication.
  • Should have excellent experience in advocacy, outreach and communication skills.
  • Advanced computer literacy is a must.
C: Assistant Programme Officer / Personal Assistant-Research
