I. Position Information

Duty Station: Nairobi (with frequent travel to Somalia and possible relocation to Somalia when security situation permits)

II. Organizational Context
The UNDP Rule of Law and Security Programme (ROLS) is actively engaged in law enforcement, judiciary, custodial corps, DDR/community security and mine action in all regions of Somalia. In response to recent developments within Somalia, the ROLS programme is actively pursuing strategies to support policing as a priority issue in Somalia.
The Police Training Advisor will report to the Project Manager/Senior Advisor for Law Enforcement to the ROLS Programme Manager on professional and technical matters.
The Police Training Advisor will deputize for the Project Manager/Senior Advisor during his/her absence.
The Police Training Advisor makes routine decisions based on his/her authority within established guidelines.
III. Functions / Key Results Expected
The Police Training Advisor is responsible for:
1. Advisory role:
a. Advising on the design, preparation, contextualization and implementation of police training activities in line with the project's approved quarterly work plan in the context of police training activities in designated area's and subjects;
b. Advising on the day-to-day management of police training activities in designated area's, for the duration of the project, covering all phases of the police training activities and adhering to the project-work plans;
c. Act as advisor to senior officers of the Somalia Police Force (SPF), Somaliland Police Force (SLPF) and the Puntland Police force (PLPF) as subject matter expert on police training;
d. Advising the procurement of equipment/services and as per requirements of police training activities as stated in the work plan and in line with UNDP rules and regulations;
e. Advising on the cooperation with international counterparts and stakeholders regarding police training activities;
2. Training, mentoring and monitoring
a. In coordination with the Project Manager/Senior Advisor, provide support to the training of counterparts (ToT) and UNDP staff on police training issues;
b. Undertaking regular monitoring and mentoring visits to police training sites, ensuring police training activities are in compliance with International Training Standards as well as Human Rights Standards.
3. Project Development
a. Conceptualize, plan and manage the UNDP support to police training of Somali police;
b. Conduct analytical work on police training strategies;
c. Develop a Model Police Training Curriculum for Somalia;
d. Support the delivery of inputs and outputs in line with the project's approved half yearly work plan in the context of police training activities;
e. In police training activities, encourage full participation of all the stakeholders in order to promote empowerment and ownership;
f. Ensuring accountability in use of project activity related funds;
g. Preparing and maintaining spreadsheets of police training activities;
h. Overseeing administrative and logistical support for police training activities;
i. Carrying out any other relevant duties as requested by the Project Manager.
j. Providing leadership in overseeing effective provision of services to counterparts through fair and transparent procurement, efficient logistics and sound financial management; monitoring Project financial expenditures and transactions;
k. Ensuring the integrity of financial system and overseeing the administrative, financial and budgetary aspects of the project activities;
l. Application of the Human Rights Based approach and contribute to peace building by ensuring programme resources are used in a balanced way;
m. Ensuring strict and consistent application of UNDP rules and regulations.
n. Carrying out any other relevant duties as requested by the Project Manager/Senior Advisor.
The Police Training Advisor supports knowledge building and good management practice focusing on the achievement of the following results:
a. Promoting identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning;
b. Quality of training delivered, as guaranteed by the application of international benchmarks;
c. Quantity of Somali police officers trained as indicated in the Project Workplan;
d. he design and implementation of a Model Police Training Curriculum for the Somali Police;
e. Implementation of cooperation frameworks with international counterparts;
f. Supporting capacity-building of national counterparts; and
g. Promoting a knowledge sharing and learning culture in the country office.

Knowledge Management and Learning

- Expert in the field of Police Training and Police Training methodology
- Ability to organize police trainings through counterparts
- Ability to draft/design police training curriculums based on the international best practice of policing

- Ability to lead strategic planning, results-based management and reporting
- Ability to lead formulation, implementation, monitoring and evaluation of development programmes and projects, mobilize resources
- Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis, reporting and cost-recovery
- Good knowledge of the Results Management Guide and Toolkit
- Good ICT skills, knowledge of Atlas
- Ability to implement new systems and affect staff behavioural/ attitudinal change
- Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback
- Consistently approaches work with energy and a positive, constructive attitude
- Demonstrates good oral and written communication skills
- Demonstrates openness to change and ability to manage complexities
- Master's Degree or equivalent in police studies, Public Administration, Business Administration, Economics, Political Sciences, Social Sciences or related field;
- Prince2 and RMG Training and Certification.
- 10 years of relevant experience at the national or international level in the area of policing development and management. Extensive experience at senior managerial level in law enforcement; particularly community policing practices and project monitoring and evaluation.
- Experience as a Police Trainer;
- Experience in the management of Police Training;
- Experience in the usage of computers and office software packages, and handling of web based management systems.
- A sound appreciation of police training and personnel management.
- Strong IT skills. Experience with ATLAS is desirable.
- Excellent English skills.
- Knowledge of Somali or Arabic is desirable
