Position report to: Chief Manager, Design

Key Tasks
  • Implementing policies and programmes on power system design
  • Coordinating and supervising design of major schemes
  • Providing technical leadership and guidance to the regions on matters pertaining to design of distribution and transmission network as necessary
  • Participating in formulation of power system design standards and ensure that they are adhered to Procuring and managing contractual sen/ices
  • Liaising with external contractors to ensure that their designs conform to Authority standards
  • Verifying and authorizing technical reports, designs and estimates drawings

Key Tasks
  • Collecting and collating data on the existing power system in the country in relation to proposed network expansion;
  • Designing and recommending locations for new substations
  • Preparing technical reports for various projects
  • Ensuring conductor sagging from the survey profiles and preparing pole schedules as necessary
  • Preparing plans pertaining to substations layout for new substations
  • Preparing drawings for substations, high voltage, medium voltage and low vottage lines;
  • Preparing description of project works, material schedules and cost estimates

5. Senior Wayleaves Officer III
MG 10

Key Tasks
  • Timely acquisition of wayleaves
  • Timely response to customer/public complaints
  • Maintenance of accurate wayleaves records
  • Processing acquisitions of wayleaves for the expansion of distribution lines as per Authority's policies and procedures
  • Timely acquisition of wayleaves rights for construction of approved power lines from individuals and public institutions as per Authority policy.
  • Ensuring that acquired wayleaves for new distribution lines meet Authority's standards
  • Attending to wayleaves complaints and resolving them;
  • Carrying out inspection of title deeds to establish the legal owners of plots that would be affected by wayleaves process;
  • Conducting assessments of properties destroyed while the lines are being constructed;
  • Carrying out negotiations for compensation with property owners
  • Issuing letters of infringement notices on persons infringing on company wayleaves trace
  • Approving the schemes where wayleaves have been obtained in the systems;

13. Senior Human Resources Officer – Training and Development
(1 Position) MG8

Duties
  • Prepare departmental/functional training Plan and budgets, in liaison with the HOD, forecast costs and delegate numbers as required by organizational planning and budgeting systems.
  • Assess relevant training needs for staff individuals and organization, in consultation with departmental heads, including assessment methods and measurement systems entailed.
  • Produce organizational strategy and plans to meet training and development needs, and manage training delivery, measurement and follow-up as necessary.
  • Design training courses and programmes necessary to meet training needs, or manage mis activity via external provider(s).
  • Identify, select and manage external training and accreditation bodies, agencies and providers necessary to deliver required training to appropriate standards.
  • Organize training venues, logistics, transport, accommodation as required to achieve efficient training attendance and delivery.
  • Plan and deliver training courses personally where necessary to augment that provided externally or internally by others.

15. Senior Security Officer

Key Tasks:
  • Interpreting and implementing policies, standards norms and procedures pertaining to the security function;
  • Provide Quality security services
  • Carrying out prevention and investigation of fraud and theft cases as per laid down procedures;
  • Conducting investigations on criminal cases and presenting them to Police for appropriate action;
  • Participating in implementation of safety and security measures and regulations by employees and customers;
  • Safeguarding security of Authority assets against theft, pilferage, damage, misuse or sabotage;
  • Participating in conducting investigations of motor-vehicle accidents and recommending ways of reducing them
  • Liaising with law enforcement agencies to ensure effective execution of the security function
  • Representing the Authority in the external investigation on matters of security in the Authority as necessary

18. Senior Supplies Officer
(1 Position) - MG8

Reporting to the Head of Procurement & Supplies, the Senior Supplies Officer shall have the following responsibilities.

Duties
  • Provide input into the annual procurement planning.
  • Supervise all the stores personnel in all the REA storage locations to ensure that they discharge all their duties in a timely manner and with due diligence
  • Be in charge of management of all the stores equipment to ensure their proper use and maintenance.
  • Ensure that all the required stores records are properly maintained to reflect an accurate stock position.
  • Inventory Management in all REA stock positions.
  • Preparation of various inventory reports.
  • Approve the Goods Receipts
  • Organize and supervise periodic stock taking including the annual stock take.
  • Coordinate the issuance of materials to the L&T contractors.
Qualifications

19. Procurement Officer
(1 Position) - MG 10

Duties
  • Provides input into the procurement plan
  • Preparation, publishing and issuing of procurement requests for quotations or tenders.
  • Evaluations of tenders and quotations
  • Coordinates the safe custody of samples provided by suppliers for technical evaluations during the evaluation of tenders.
  • Maintenance of proper procurement records in accordance with the Act
  • Preparation of the procurement committee discussion papers.
  • Assists in the preparation of contract documents.
  • Preparation of purchase orders for the supply of goods and services
  • Facilitates and oversees the implementation of the procurement committee's decisions.
  • Monitors the implementation of contracts as per the orders Expediting of orders from suppliers.

20. Supplies Officer
(1 Position) - MG10

Duties
  • Coordinates the material receipts from suppliers and issues to contractors.
  • Processes CRN for approval of the Senior Supplies Officer
  • Leads stock taking exercise in respective individual storage locations
  • Prepares stock reports
  • Coordinates daily stock reconciliations
  • Coordinates the goods returns to the suppliers.
  • Supervises the storekeepers.

21. Senior ICT Officer
(2 Positions) - MC8

a) Senior Systems Administrator

The System Administrator will:
  • Work closely with all user departments and undertake analysis of user requirements, design, implementation and support of ICT systems.
  • Oversee general data integrity and performance tuning of Oracle database and participate in installation of system patches, configuration and upgrade of MYSAP database software and test new application systems to determine the impact of installation on existing production systems;
  • Troubleshoot system failures and provide appropriate solution
  • Implement backup and recovery procedures and policies for the implemented Oracle database and network system.
  • Perform backup processes, backup verification checks and recovery management within the SAP technical environment and ensure safe custody of backups
  • Undertake Oracle database growth and security management
  • Implement approved disaster recovery policies and plans that support REA's operational continuity
  • Perform operating system administration, user profile administration and authorization under SUSE Linux and Microsoft environments
  • Develop technical documentation including technical manuals, system design and operational procedures for all the implemented systems
  • Undertake internal training of the end-users.
  • Assist the departmental head in undertaking technical evaluations of proposed ICT systems.
Qualifications
  • B.S.c degree in Computer Science, IT, Information Systems or equivalent qualification with a strong bias in IT;
  • At least seven (7) years relevant ICT experience in a reputable organization and in a challenging environment, three (3) of which must have been in a position of responsibility as a SAP Basis and Linux/UNIX Administrator with excellent knowledge in disaster recovery procedures;
  • Experience in cluster software applications with good networking skills in Cisco Routers and Switches will be an added advantage
b) Senior Systems/Business Analyst (ABAP Development & Workflow systems)

Responsibilities
  • Responsible for systems design, development, and testing of application and interface programs and ABAP customized reports.
  • Responsible for design, testing and support of Workflow systems in the business in SAP environment.
  • Undertake the development of projects, including definition of development standards and policies.
  • Analyze user requests for SAP system enhancement and configuration;
  • Oversee system bug fixing and testing of new changes and enhancements, develop functional solutions document;
  • Undertake change management i.e. assess system changes impact, authorize system changes, and control release of new version of software or hardware;
  • Validate that new system changes are moved to production correctly
  • Update system documentation and train end users
  • Develop technical documentation including technical manuals, system design and operational procedures for all the implemented systems
  • Assist the departmental head in undertaking technical evaluations of proposed ICT systems.
Qualifications
  • B.S.c degree in Computer Science, IT, Information Systems or equivalent qualification with a strong bias in IT

22. Senior Legal Officer

(i) Senior Legal Officer- Contracts and Litigation

Reporting to the Authority Secretary, the duties of the Senior Legal officer will include;
  • Advising the Management on legal issues affecting and relating to the organisation
  • Ensuring strict statutory compliance especially with the Energy Act 2005 and all other Laws that govern the operations of the organization.
  • Negotiating, drafting and interpreting and vetting of contracts and other legal instruments. There has to be a proven track record.
  • Monitoring of all contracts entered into by the Authority
  • Managing Litigation and Liaising with external lawyers handling Legal matters for the Authority.
  • Development and implementation of departmental work plans. Undertaking conveyances for the Authority
  • Preparation of Board papers and taking minutes if called upon to do so. There has to be proven track record.
  • Advising on new rules/laws/regulations that may affect the operations of the Organization.
Qualifications
  • A Bachelors degree in law

23. Legal Officer
(1) MG10

Reporting to the Senior Legal Officer Contracts and Litigation, the duties will include;
  • Providing Legal opinion and counsel to the Management
  • Preparation and vetting of contracts and other Legal instruments
  • Undertaking Litigation on behalf of the Authority- proven track record will be required.
  • Undertaking conveyancing on behalf of the Authority.
  • Advising on any new Laws/ Regulations that may come into effect from time to time.

24. Senior Communications Officer
(MG 8)

Duties and Responsibilities
  • Monitoring and analyzing media reports,
  • Undertaking public opinion analysis and recommending measures to enhance the image of the Authority
  • Updating and upgrading the Authority's website
  • Participating in the procurement of goods and services pertaining to the department
  • Drafting speeches for internal and external use
  • Compiling, producing and disseminating corporate information and materials
  • Handling customer complaints
  • Implementing Corporate social responsibility (CSR) programmes
  • Designing and implementing creative information/advertising campaigns
  • Handling media liaison tasks
  • Coordinating photography and filming of the Authority's activities and events
