1. Chief Pharmacist

Responsibilities

The Chief Pharmacist will be responsible to the Director through the Deputy Director, Clinical Services for the following:-
  • Supervision of all staff in the Department of Pharmacy.
  • Formulation of policies on drug" use in the Hospital in liaison with other relevant departments.
  • Planning and implementation of other policies that will improve the output of the Pharmacy Department in the Hospital and generally be responsible for organization, control and coordination of Pharmaceutical services in the Hospital.
  • Ensure compliance, by prescribers and dispensers, to the Hospital Drug Formulary.
Requirements for appointment
  • Possess a Degree in Pharmacy from a recognized University.
  • Be registered with the Pharmacy and Poisons Board as a Pharmacist.
  • Should have served as Deputy Chief Pharmacist or equivalent position for at least three (3) years and shown outstanding administrative qualities and a high degree of capability and professional competence in organizing and running of Pharmaceutical services including monitoring the quality of drugs in a Hospital setting.
  • He/she should have a relevant post-graduate degree in Pharmacy, such as, clinical pharmacology, pharmaceutical chemistry and pharmaceutics.
  • A postgraduate qualification in Business Administration will be an added advantage.
  • Should have knowledge and experience in ISO Quality Management Systems.
  • Must be well versed with Information and Communication Technology.
2. Chief Nurse

Key responsibilities

This is a Senior Management position, reporting to the Director through the Deputy Director, Clinical Services, for the following:-
  • Participating in all activities associated with the achievement of all Hospital's goals and objectives.
  • Directing, planning and coordinating all nursing services in the Hospital.
  • Formulation and implementation of policies and standards of nursing care
  • Promotion and Maintenance of discipline among nursing personnel.
  • Advice on procurement of nursing equipment, supplies and appliances.
  • Ensure quality training of Health care professionals is undertaken at the MTRH Training Centre.
  • The overall deployment, training and development of nursing personnel in the Hospital.
  • Running relevant Hospital programmes.
  • Promote and establish research based nursing practice.
  • Keep abreast of developments in nursing services and management nationally and internationally.
  • Advise the Government and the Nursing Council of Kenya on matters relating to Nursing.
  • Ensure sustenance of ISO 9001:2008 Quality Management System Standard and other standards in the Hospital.
Requirements for appointment
  • Possess a Bachelors and Masters degree in Nursing from a recognized Institution.
  • Have served for at least four years in the Post of Deputy Chief Nurse or its equivalent in a tertiary Hospital of over 400 beds.
  • Have shown a high degree of professional and administrative competence, as well as broad work experience in the formulation of Nursing policies and programmes aimed at enhancing delivery of Nursing services in the Organization.
  • Have had a proven track record in the formulation of nursing policies at both local and national level.
  • Have undergone various management trainings.
  • Should have knowledge and experience in ISO Quality Management Systems.
  • Must be well versed in Information and Communication Technology.
3. Human Resource & Training Manager

Key Responsibilities

This is a Senior Management position.

The incumbent shall be reporting to the Director through the Deputy Director, Finance and Administration for effective organization and management of the Human Resource and Training function and more specifically discharge the following duties:
  • Formulating and implementing Human Resource strategies in line with the overall hospital strategies to improve staff productivity and performance.
  • Develop and implement effective human resource Policies and Procedures.
  • Develop effective career planning and succession programs as well as training strategies, tailored to enhance Human Resource Development, capacity building and industrial relations matters.
  • Guide and coordinate periodical staff appraisal in liaison with departmental and Divisional Heads
  • Deal on a day to day basis with diverse Human Resource issues such as scheduling of meetings, employees' welfare and benefits administration.
  • Manage staff issues, grievances and Union matters in accordance with the Hospital policies and Kenya Labour Laws.
  • Maintain and update the Human Resource Inventory System.
  • Any other duties as may be allocated by the Director or Deputy Director, Administration & Finance.
Requirements for Appointment

For appointment to this post the suitable candidate must:-
  • Be in possession of a Bachelors and a Masters degree in Human Resource Management or Business Administration. In addition, he/she should be mature person with administrative, management experience and capability required for performing varied duties.
  • Have served as a Deputy Human Resource and Training Manager or senior comparable position in a large public institution for at least three (3) years.
  • Excellent Communication and Interpersonal skills.
  • Should have knowledge and experience in ISO Quality Management Systems.
  • Must be well versed in Information and Communication Technology.
4. ICT Manager

Reporting to the Director, through the Deputy Director, Administration and Finance the incumbent shall be responsible for effective organization and management of the Information Communication Technology (ICT) Department and discharge the following duties:-
  • Oversee and provide strategic leadership in the information communication technology function.
  • Ensure development and regular review of the Hospital's ICT Policy
  • Ensure adequate systems that facilitate timely provisions of information needed for proper operations throughout the Hospital.
  • Revising of all system requirements and performance issues in regard to hardware/network plus software and implement technology upgrades.
  • Keep abreast with developments in ICT particularly those that impact on the Health sector (e-health) and make recommendations to Management on upgrades.
  • Managing the Hospital's internet, website, intranet, LAN, WAN and telecommunication facilities.
  • Project management and implementation of new technologies.
  • Coordinate licensing issues with software / hardware vendors and maintaining annual maintenance contracts while ensuring information security.
  • Lead and coordinate the ICT team in design, development, implementation, operation and support of an integrated ICT infrastructure.
  • Support the Hospital Management Information System (HMIS) and other e-health systems such as the electronic medical records system, telemedicine, m-health etc.
  • Implement and monitor ICT security requirements in the Hospital.
  • Advise Management on safe electronic waste disposal policy.
Requirements for Appointment
  • The applicant must possess a Bachelor's degree in Information and Communication Technology or a closely related field from a reputed university.
  • Postgraduate training in ICT.
  • Professional certificate in ICT service management principles
  • Thorough knowledge of current ICT trends
  • Certification in various industry products e.g. CCNA, CCNP, Lotus Notes, Microsoft exchange, MCSE, Oracle/Java Programming, Mac, Linux and Java etc.
  • Good management skills.
  • Have served for at least three (3) years as Deputy ICT Manager.
  • Knowledge and experience in ISO Quality Management Systems.
Chief Accountant

Key Responsibilities

This is a senior position in the Hospital reporting to the Director through the Finance Manager.

The suitable candidate will be required to perform the following:
  • Control and management of routine and non-routine Accounting matters like subsidiary ledgers, final accounts, stock control, credit control, accounts receivable and debtors, system and costing, receipts and payment investors.
  • Monitor expenditure and payments and maintain the accounts
  • Provide primary data for use by Management and ensure the reconciliation of register/cash books.
  • Ensure maintenance of good banking relations
  • Supervise and coordinate the preparation of final reports and the maintenance of subsidiary ledgers.
  • Take charge of management of accounting function of the Hospital and ensure that expenditure and payments including the RTGS payment system are properly authorized before the same can be processed.
  • Supervise Accounts Department staff under his jurisdiction on a day to day basis.
  • Implement the Hospital's Credit and Debtors policies.
Requirements for appointment

For appointment to this post the candidate must:-
  • Be a holder of a Bachelor of Commerce degree (Accounting Option).
  • Be a Certified Public Accountant, CPA (K) certificate.
  • Have served as a Senior Accountant for at least three (3) years or senior comparable position in a health related organization or the Public service.
  • Should have knowledge and experience in ISO Quality Management Systems.
  • Must be well versed in Information and Communication Technology.
6. Chief Internal Auditor

  • Overseeing the day to day administration of the Audit Department.
  • Deliver the Moi Teaching & Referral Hospital Audit Management Strategy.
  • Designing, reviewing, and developing Audit techniques and procedures for assessing comprehensive financial and systems audit reporting.
  • Carry out compliance of management of resource utilization/financial and policy adherence.
  • Develop and implement a Risk Based Management strategy for the Hospital.
  • Maintenance of discipline and professionalism of the staff within the Audit Department.
  • Any other duties as may be allocated by the Director.
Requirements for appointment

For appointment to this post, a candidate must:-
  • Be in possession of a Bachelor of Commerce Degree (Accounting option) and have passed CPA (K)
  • Have knowledge in Systems development and implementation.
  • Serving Senior Auditors who have shown merit and ability in performance of their duties, have experience of at least three (3) years at a senior level in busy institution will be preferred.
  • Should have knowledge and experience in ISO Quality Management Systems.
  • Must be well versed in Information and Communication Technology.
7. Chief Security Officer

Key Responsibilities

This is a senior position, reporting to the Director, through the Deputy Director, Administration and Finance and is responsible for the effective protection and safety of Moi Teaching and Referral Hospital assets and resources, both human and material.

This will involve overseeing the safety and security of buildings, plant and equipment, hospital grounds and patients.

In achieving this objective, the incumbent will:
  • Carry out physical security surveys in order to proactively determine security and safety needs.
  • Enforce compliance with security, safety and operational procedures and instructions through frequent inspections.
  • Investigate incidents of loss and/or damage of property.
  • Maintain a close liaison with Government of Kenya law enforcement agencies on matters pertaining to security.
  • Offer professional consultancy and advice on physical protective security to the Hospital and its customers.
  • Police and investigate matters related to compliance with the Hospital's code of conduct
Requirements for appointment
  • One must be at least an Ex-Chief Inspector in the Kenya Police or in the Administrative Police or in the Armed Forces rank of a Major and above.
  • Academic qualification shall be a minimum of KCSE grade C+ (plus) and Div. II or equivalent and must have served for a period of not less than (5) years and above in the Kenya Police or Administration Police or in the Armed Forces. A degree or Diploma is an added advantage.
  • Must have attended management courses and have good managerial skills.
  • Must have an upto date Certificate of Good Conduct from the Criminal Investigations Department (CID).
  • Should have knowledge and experience in ISO Quality Management Systems.
  • Must be well versed in Information and Technology.

  • M3 - Kshs. 77,527 x 3,877 - 81, 404 x 4070 - 85,474 x 4,274 - 89,748 x 4,487 - 94, 235 x 4,712 - 98, 947 p.m.
  • M4 - Kshs. 63, 782 x 3,189 - 66,971 x 3,349 -70, 320 x 3,516 - 73, 836 x 3,691 -77, 527x3,877-81,404 p.m.
  • M6 - Kshs. 49,636 x 1,435 - 51,071 x 1,650 - 52,671 x 1,850 - 54,471 x 2,000- 56,471 x 2000 - 58, 671 x 2,400 - 61,071 x 2,600 x 63,671 p.m.
The above position will also attract other generous packages including a contributory pension scheme, house allowance, leave allowance and comprehensive medical cover.
